III. Comments - Compliance
Below are particular issues with regard to any of the compliance items.
Enforcement actions resulting from failure to comply with the Act, Rules and
Regulations, and the permit also are identified below.
Availability of Records (5.02.4
All applicable records were checked for compliance. These included the mining
permit, NPDES, Oivision of Mines Permit to Use/Store Explosives, Air Emissions
Permit, and pond certifications. All these were in order.
Hydrologic Balance (4.05)
The operator noted a problem with hydrogen sulfide smell was noted in the
alluvial wells. The operator believes this smell along with high oil and
grease levels to be a result of oil and gas wells upstream. Sampling of the
alluvial wells showed oil and grease levels of 48 and 63 mg/1 for Wells 30-C
and 33-B. The sulfide level in Well 30-C dropped from 30.6 to 5.4 mg/1
between March and April sampling. It appears that a slug of pollutant reached
the alluvium and is moving downstream through the sampling area. Due to the
high level of oil and grease it seems likely that the source is the oil and
gas wells upstream. The operator should notify the Division if any further
suspect smells or analyses are received. The Oil and Gas Commission has been
notified of the location and levels of pollutants.
The damaged discharge pipe of Pond B not Pond A, as noted in the inspection
report of May 9, 1984, has been repaired. The level of water in Pond A was
still too high to allow for repair of a leak in the stand pipe.
