III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Chimney Rock Coal Mine for the month of May, 1997 <br />RECORDS: Records were inspected and found to be satisfactory but in need of cleaning up and <br />revisions need to be inserted into the permit document. The annual reclamation reports and NPDES <br />quarterly reports could not be found at the mine site but are available at the Division office. These <br />documents need to be available at the mine site. Seepage 5 of this report for more details. <br />HYDROLOGIC BALANCE; The site was devoid of snow and shows no signs of any ill effects from <br />the winter. Only pond 3 had any trace water but it was not discharging. All other ponds were dry and <br />stable. All ditches and culverts were inspected and found to be clean and capable of functioning as <br />designed. Contour furrows all appear to be functioning as designed and only minor rills have formed <br />on some of the outslopes. <br />RECLAMATION SUCCESS: The site is doing very well but it is too early to determine the different <br />species. Weed spraying should commence soon for field bindweed, thistle, and knapweed. <br />
