III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Chimney Rock Coal Mine for the month of May, 1997
RECORDS: Records were inspected and found to be satisfactory but in need of cleaning up and
revisions need to be inserted into the permit document. The annual reclamation reports and NPDES
quarterly reports could not be found at the mine site but are available at the Division office. These
documents need to be available at the mine site. Seepage 5 of this report for more details.
HYDROLOGIC BALANCE; The site was devoid of snow and shows no signs of any ill effects from
the winter. Only pond 3 had any trace water but it was not discharging. All other ponds were dry and
stable. All ditches and culverts were inspected and found to be clean and capable of functioning as
designed. Contour furrows all appear to be functioning as designed and only minor rills have formed
on some of the outslopes.
RECLAMATION SUCCESS: The site is doing very well but it is too early to determine the different
species. Weed spraying should commence soon for field bindweed, thistle, and knapweed.
