III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted on October 25, 2001 by Mike <br />Boulay of the DMG. Chuck McCulloh of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were sunny and cold. Ground conditions were dry throughout <br />the majority of the site. Coal was being hauled from the mine at the time of the inspection, and <br />the dragline was operating in the South Area pit. <br />Roads <br />Roads site wide were dry and generally well maintained. Road ditches along Haul Road A and G <br />Road were dry and well maintained. Road J constmction has been completed. Watering for dust <br />control was in progress on Road J. <br />Hydrologic Balance <br />Site Ponds 005, 006, and 016 were inspected. As noted in the last inspection, Pond 005 was <br />inundated with sediment due to a recent rainstorm. Pond 005 has been successfully cleaned out, <br />and the majority of the sediment has been removed since the last inspection. Pond 005 is dry at <br />this time. Pond 006 was nearly full and the surface was partially frozen, this pond was not <br />discharging. The B Pit pre-settling basin was retaining a significant amount of water due to <br />discharge from the upstream impoundment in the 006 Gulch. The impoundment above the B Pit <br />pre-settling basin has been pumped down considerably since the last inspection; however, it still <br />is retaining some water. Pond Ol6 was full and discharging cleaz water. The two seeps located <br />near the inlet to the pond are still flowing and producing water to Pond 016. <br />To soil <br />The eastern perimeter of the South Area pit at the location of NOV CV-2001-002 was inspected. <br />The slide area has been hydromulched since the last inspection. The site of the NOV appears <br />stable at this time. Grass and other vegetation are becoming established and there are no new <br />signs of erosion. A sufficient berm and/or buffer zone is being maintained along the eas[em <br />perimeter of the Seneca II-W South Area pit. <br />
