III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the North Thompson Creek Mine conducted by Erica Crosby <br />of DMG. No company representative was present during the inspection. The North Thompson <br />Creek Mine is in reclamation only status. Weather conditions on site were clear and cold. <br />Roughly 2 feet to 3 feet of snow cover was present on site. <br />Recor s Mine records were inspected at the Garfield County Courthouse. See attached records <br />report for further detail. The following items need to be filed at the courthouse; <br />Phase I bond release application and findings <br />" Could not locate transfer application (from Snowmass to Minrec) <br />Signs & Markers The permit ID and the DMG signs were posed at the mine entrance gate and all <br />information appeared accurate. <br />Roads The mine site was not accessible by vehicle due to the snow depth. The road was <br />plowed up to four miles of the mine, so access was limited by foot or snowmobile. <br />~drologic Balance Mine water was entering the Long Pond from Mine #1 and Mine #3 at an <br />estimated rate of 40 gpm to 50 gpm. Cattails and algae are well established in the long pond. <br />The spillways and embankment of the longpond were in good repair. Ponds T-1 and T-2 <br />contained water and the discharge from T-2 into North Thompson Creek was clear. The <br />sediment pond was under snow cover, but appeared dry. Ditches and culverts were under snow <br />cover and could not be assessed. The refuse pile sediment pond was also under snow cover, but <br />appeared dry. <br />Backfilling & Grading The backfilled & graded areas appeared stable, and no problems were <br />noted. The main portal showed no signs of recent tampering. The fan portal water level was <br />low during the time of the inspection. The operator needs to address the reclamation of the <br />portals and submit designs during the permit renewal permitting process. <br />
