(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1985-112 <br />INSPECTION DATE 10/03/07 <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the Loloff Pit conducted by Erica Crosby of the Colorado Division <br />of Reclamation, mining and Safety. Don Loloff of Loloff Construction Inc. and Ron Richardson <br />of Richardson Consolidated, Inc. were present during the inspection. <br />The Loloff Mine is located approximately 1 mile east of Greeley in Weld County, Colorado. <br />The purpose of the inspection was to investigate a citizen complaint submitted to the <br />Division on September 4, 2007. The nature of the complaint is the exporting and selling of <br />topsoil from the site and dust control measures along the county road leading into the pit. <br />The approved permit area for the site is 55.2 acres in size. Mining has taken place in the <br />western portion of the site leaving a pit approximately 13 acres in size. The approved <br />reclamation plan is for one large groundwater exposed lake approximately 36 acres in size. <br />The approved permit requires buffer zones within the 100 year flood zone be topsoiled to a <br />depth of 6 to 12 inches. Buffer zones above the flood zone will be topsoiled to a depth of <br />16 to 24 inches. The pond configuration will be approximately 36 acres of water surface, <br />leaving a maximum of 19 acres in need of recoiling. <br />A number of large topsoil piles were noted in the north west corner of the permit area and <br />along the southeastern border of the site. The largest pile is up to 20 feet high and well <br />over one hundred feet long. In addition, the eastern portion of the site has not yet been <br />disturbed by mining and contains topsoil for future reclamation. Based on the Division's <br />observations, enough topsoil is available to reclaim the site as required in the reclamation <br />plan. <br />In regards to the dust issue, the Division does not regulate dust control on County Roads <br />located outside of the permit boundary. Dust concerns are typically issues addressed by the <br />County or the Colorado Department of Public Health and Environment; Air Quality Control <br />Division. However, the operator was diligent in addressing this issue by watering Balsam <br />Avenue (WCR 41 1/2) prior to the Division's inspection and applying a dust suppressant. See <br />attached information provided by the operator.
