(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1986-040 <br />INSPECTION DATE 11/09/04 INSPECTOR'S INITIALS ESC <br />OSSERVATION3 <br />This was an inspection of the Bear River Sand & Gravel Mine conducted by Erica Crosby of <br />the Division of Minerals and Geology. Lester Crawford of Sear River Sand & Gravel was <br />present during the inspection. <br />The purpose of the inspection was to follow up with two problems noted during the <br />Division's April 23, 2002 inspection. The problems were in regard to posing additional <br />bond and containing fuel tanks in the event of a leak or spill. <br />In 1998 the operator was notified that the bond needed to be increased to $40,500.00. A <br />review of the file revealed that technical revision (TR-O1) was approved on April 30, 1998 <br />to leave the buildings in place as a component of the reclamation plan. With the approval <br />of TR-O1, the additional bond monies are no longer necessary. Therefore, this issue is no <br />longer relevant at this point in time. <br />The second issue noted in the Division's inspection report was in regard to properly <br />storing fuel tanks on site to prevent the contamination of groundwater and surface water <br />in the event of a leak or spill. The Division required that any fuel tanks that contain <br />fuel or will be used to contain fuel must be placed within a lined, bermed area that is <br />sufficient in size to contain the entire contents of the fuel tank or tanks upon <br />catastrophic failure of the tank or tanks. Old tanks and drums have been moved away from <br />the river. Some of the units were removed from the property during the on going clean up <br />of the site. Newer fuel tanks have been placed adjacent to the office and shop area and <br />have been bermed as required. The operator has complied with this issue. <br />A mine identification sign and permit boundary markers were noted on site. Lafarge is <br />currently leasing a portion of the site for their concrete batch plant operation. Lafarge <br />hauls in their own fuel and equipment to produce concrete. The Lafarge leased boundary <br />area is clearly marked. <br />Mining in the pite occurs sporadically in the form of dredging of existing ponds. The <br />ponds in general are well vegetated, and small piles of material are distributed <br />throughout the site. Clean up of junk and organization of the remaining equipment <br />continues at the mine site. A majority of the material has been hauled away, and only a <br />fraction remains on site.
