li[. Comments -Compliance <br />Below are comments on the iri;pection. The comments include discussion of <br />ouservations mane during fire inspection. Comments also descriue any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On September 28 and 29, 1993 a complete inspection was conducted at the Marr <br />Strip Mine. Present at the inspection was George Patterson of Kerr Coal and <br />Randy Price of the Division. At the time of the inspection the weather was clear <br />and warm. <br />Records were checked September 28 and were in order. The mine site was <br />inspected September 29. <br />Two Antelope were noted crossing the access road between drainages D and E. <br />The fuel storage areas were inspected. These areas were free from spills. <br />Storage tanks were stored in bermed and lined storage areas. These areas were <br />clean and did not contain ponded water. <br />The eastern portion of the facilities pad had a 6 foot high berm. This area was <br />regraded earlier this year as an abatement to a violation. The 18" flexible fabric <br />pipe installed this year, used as a drop structure from the bench to Ditch C-1, <br />appeared to be working adequately. There was evidence that a little bit of <br />water has flowed through this pipe. At the bottom of the drop structure, where <br />it enters ditch C-1, there was a small incised area lined with river rock. The <br />locatio of this drop structure is about 15' north of the previous ditch. Areas of <br />ditch C-1 that were eroding earlier this year had been lined with rip rap. Ditch <br />C-1 was stable. <br />Pond C was totally dry. Embankments were stable. There was minor rilling on <br />the outslopes of the pond. The discharge structure and flume were level and <br />appeared to be functioning properly. The channel leaving the outlet was well <br />vegetated. <br />The explosive storage area was inspected and no concerns were noted. <br />Pond B contained a good amount of water; about 66% of the aerial extent of the <br />pond was covered with water taking up only about 10% of the pond capacity. <br />The principal spillway was in good condition, and the emergency spillway was <br />well rip rapped with river rock. The sediment level was about 4 feet below the <br />first dewatering hole. <br />Topsoil and subsoil piles north of pond A were signed, well vegetated and stable. <br />Pond A has about 25% of the aerial extent of the pond was covered with water. <br />The general profile of the overburden pile is now gentle slope. Seven motor <br />graders were working the pile. Work was being concentrated on the south end <br />of the pile. The water level in the 720 pit is rising because of displacement <br />from the fill material. The water was an olive-brown and was muddy looking. <br />The culverts under the mine access road to pond D were in excellent wndition. <br />The ditches and culverts in this area appeared to have been recently worked on. <br />Marr Strip September 29, 1993 <br />
