III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />General Comments <br />This was a partial mine site inspection conducted to check status and progress of the on-going reclamation <br />project. I was accompanied by Jim Stover, engineering consultant to CAM. <br />Weather was clear and very warm. The dry weather noted in recent inspection reports has continued, there has <br />been no measurable precipitation since the reclamation project began. East Salt Creek has no flow, sediment <br />pond is dry, and surface soils are dry. Disturbed area perimeter stakes had been replaced since the previous <br />inspection. <br />Reclamation Project Observations <br />Mine Bench Area and Upper Road <br />• Grading, seedbed roughening, and seeding (with "Quick-guard" cover crop) had been completed along <br />the upper road segment down to Channel "A". Channel "A" riprap installation and grading/roughening of <br />the short segment of road to be reclaimed east of Channel "A" had been completed, but this short <br />segment had not yet been seeded. Regraded/ roughened mine bench area had previously been seeded <br />with the cover crop. <br />Riprap installation along Channel "H" and several of the other channels had been substantially re- <br />worked, to incorporate smaller diameter riprap, eliminate gaps in the installation, and provide a proper <br />channel cross-section along the entire length of the channel. All of the channels had been completed, <br />and riprap installation appeared to have been properly completed, with a mix of proper size material, <br />keyed in at upper and lower ends, and underliner properly buried. Channel dimensions appeared to be <br />in conformance with approved specifications, with the exception of Channel "H", which has a smaller <br />base width in the lower segments, but is significantly deeper than specified in approved design, and <br />appears to have excess capacity. Grading was properly completed in the vicinity of the upper ends of <br />the riprapped channels to ensure that upstream flows would be properly "funneled" into the constructed <br />channels. <br />• Water bars along the cattle trail had been built up as requested. <br />• Silt fences had been properly anchored as requested. <br />• At the inspection on July 5, it was noted that an old section of cable that had been bolted to the <br />sandstone had not yet been cut down. This bolt and cable will still need to be cut out and removed at <br />some point. <br />Grading along the road appears to have been completed in general conformance with the approved <br />plan, with the terrace bench along the upper-most segment, but along the remainder of the upper road, <br />backfill was graded to blend into the slopes above and below the fill. The vertical crest of the steep cut <br />slopes along the entire section was rounded off to the extent practicable. <br />3 <br />
