Also present during the inspection
were Jerry Harris, Russ Bartz, and Stevan O'Brien representing Suburban Sand and Gravel and Jim Weldon
representing Denver Water. The site is roughly located west of "Old Brighton Road" and just south of 120th
Avenue in Adams County. The site is presently bounded on the west and north by the South Platte River and
the south by an adjacent gravel operation.
This inspection was performed to review operations being conducted to install a slurry wall around the
perimeter of the gravel pit. Suburban Sand and Gravel is the permitted operator for this site but Denver Water
is the landowner. The site was acquired by Denver Water through condemnation proceedings with the
agreement or understanding that Suburban would continue mining until the mineral reserve, which is
apparently not owned by Denver Water, is exhausted. At that lime Denver Water was going to iransiorm this
site along with the adjacent two pits into a storage reservoir. The adjacent sites were also acquired by Denver
Water through condemnation or purchase, but they have succeeded as operator to both of these permits.
The primary post-mining land use for this site, as well as the adjacent sites, is an unlined recreation reservoir. In
order for the site to be changed into a storage reservoir an amendment to the permit application would be
required. By installing a slurry wall around the site, the operator is conducting an un-permitted activity in
potential violation of their reclamation permit. As a result of conducting these un-permitted activities the office
will be issuing a reason to believe letter that a possible violation exists for failure to follow the approved
reclamation plan and for failure to minimize disturbances to the hydrologic balance. Corrective actions will be
to submit an amendment to the permit application proposing a change to the post-mining land use along with
a technical evaluation of the potential disturbances to the prevailing hydrologic balance. Both of the possible
violations and the corrective actions are included on page three of this report.
Since Denver Water is the landowner, they are being issued a Reason to Believe Letter for this site as well.
This concluded the inspection.
I & E Contact Address
NAME: Dean H.
