III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On August 25, 1998, William J. Carter, and Dan Hernandez (Divisi of Minerals and Geology) <br />accompanied by Tom Anderson, representing Oxbow Mining, InRYperformed a partial inspection of the <br />Sanborn Creek Mine. During the inspection the weather was clear and hot. <br />Roads: <br />During the inspection all of the roads were found to be in good and stable condition. The Delta County <br />road up Hubbard Creek has remained in good passable condition all summer. <br />Hydrologic Balance: <br />• Pond A was dry. Oxbow Mlning, Irrtrt will be submitting an MR to eliminte this pond and add <br />the area as a Small Area Exemption. This is needed due to the railroad moving their track into <br />the existing pond area, and a lack of space for a pond. <br />• on~y~ about eight to ten inches below the primary discharge pipe. <br />• ~ nd C has been completed end remains dry at this time. <br />• The east yard pond remains dry. <br />• At this time the mine pond continues to discharge clear water. <br />• Substation three pond remains dry at this time. The primary discharge has been cleaned. <br />• The sedimentation pond at the Upper Hubbard Creek site was dry at the time of this inspection. <br />• The seeps noted, at the Upper Hubbard Creek site, in the past two inspection reports were dry <br />at the time of this inspection. <br />• Many of the ditches need to be cleaned due to constnaction disturbances. This work is in <br />progress at this time. <br />• The culvert north of the conveyor and the road to the mine was damaged and a new one has <br />been ordered and will be instelted as soon as possible. <br />• The ditch north of the gob pile needs additional work. <br />• The central yard drain was damaged during construction, but has been ordered and will be <br />replaced as soon as it anives. Pipes or some other structures will be placed around this drain <br />to avoid further damage. ~j;,, ~,~,,,, <br />• Drainage and road work is needed at l91t~Gr ed k, and at the culvert just west of the mine portal. <br />Please correct these items as soon as possible. <br />Slides and Damace: <br />No slide or erosion damage was noted during this inspection. <br />~~ Construction: ~ u~ ~ <br />• The new °Screen PIanY is expected to 6e complelrted~at the end of September. <br />Production: \ <br />• Longwell production is expected to start at any time. <br />
