III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals <br />and Geology. Brian Smith represented the operator. The ground was covered with 6 inches of <br />snow. <br />The purpose of the inspection was normal inspection/enforcement and to complete the <br />contemporaneous reclamation portion ("Part 1") of an annual Coal Bond Compliance Inspection. <br />The Part 1 inspection form will be filed in the inspector's files under "Bonding -Annual Bond <br />Compliance Inspections". <br />ROADS <br />All of the haul roads, their embankments, and adjacent ditches were in good repair. <br />HYDROLOGIC BALANCE <br />Sedimentation Ponds <br />In the Pyeatt drainage, only East Pyeatt was discharging water. Approximately 15 gpm of clear <br />water was flowing at the East Pyeatt flume (NPDES-011). The source of the discharge was the <br />pumping of F-pit. The Middle Pyeatt ponds were less than half full of water, and West Pyeatt <br />ponds were less than one-quarter full. West Pyeatt #3 was dry. <br />Grouse #1 and #2 ponds were approximately two-thirds full of water. <br />The inslopes and embankments of the ponds in Pyeatt and Grouse drainages appeared stable <br />REVEGETATION <br />The locations and areal extent of shrub clumps were compared with Trapper's 1996 <br />Reclamation Report Map. There appear to be more shrub clumps than are shown on the map; <br />especially, in the upper parts of Johnson and No Name drainages. The main clumps appear to <br />be at least as large as they are depicted on the Reclamation Report Map. <br />BACKFILL AND GRADING <br />No problems were found in the ash disposal area. <br />Page 3 <br />
