(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2000-04A <br />INSPECTION DATE: a-t z-nz INSPECTOR'S INITIALS: ~_ <br />OBSERVATIONS <br />Completed a partial inspection of this site to review the progress of the completion of a corrective action which was noted <br />in the September 27, 200t inspection report. <br />During the 9-27At inspection this inspector observed a potential problem with the topsoil stockpile. The material was not <br />too well vegetated (mostly with Russian thistle) but was stable. The operator was instructed to vegetate the topsoil stockpile <br />with at least one of the approved grass species if the material was not going to be replaced in the disturbed area within the <br />next growing season; pursuant to requirements of Rule 3.1.9. <br />According to Mr. Richard McDaniel, County representative, there was a misunderstanding as to what needed to be done to <br />satisfy the 9-27-01 corrective action so the topsoil stockpile was never revegetated. Just so there will be no future <br />misunderstanding about what needs to transpire in order to protect the precious topsoil I will duplicate the applicable part <br />of Rule 3,1.9 - "Where it is necessary to remove overburden in order to mine the construction material, topsoil shall be <br />removed and segregated from other spoil. If such topsoil is not replaced on a backfill area within a time short enough to <br />avoid deterioration of the topsoil, vegetative cover or other means shall be employed so that the topsoil is protected from <br />erosion, remains free of any contamination by toxic or acid-forming material, and is in a usable condition for reclamation." <br />As noted, the topsoil must be protected. Although there are many ways to keep the material from eroding (eg, cover it with <br />a geo-membrane, etc), the best, and most economic way is to revegatate the material with one of the approved grasses. And, <br />in order to stop the erosion process, the topsoil needs to be vegetated as soon as possible (seeding in the fall or spring is <br />usually best). <br />So, once again, this will be noted as a problem on page 3 of this report.
