III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />operator during the inspection. The reclaimed mine site was covered in snow and the weather was cold. <br />Roads <br />The road up Hubbard Creek Canyon was snow covered but passable. The main gate was locked. The <br />road to Pond 5 was also covered in about 4 inches of snow. <br />Signs and Markers <br />The mine ID sign was up on the entrance gate and contained the correct information. Also on the gate <br />was the sign that notified the public that a copy of the mine records was at the DMG office. <br />Reclamation <br />Although the reclaimed slopes were covered in snow, there were no obvious signs of slope instability <br />or erosional gullying. There was no evidence of water coming out of the underdrain pipes at the bottom <br />of the reclaimed slope. <br />HvdroloQv <br />Due to the cold temperatures, there appeared to be only ice and snow in Pond 5, well below the <br />discharge level of the pond. The pond embankment was snow covered but appeared to be stable, The <br />collection ditch leading to Pond 5 had sufficient capacity. Pond 4 was also snow covered, as was the <br />reclaimed coal stockpile area and its upland diversion ditch. <br />c:/word/blueribbon/insp 1205 <br />
