• (Page 2) <br />l J <br />MINE ID # OR PROSPECTING ID # M-97-071 <br />INSPECTION DATE 9/16/97 INSPECTOR'S INITIALS AJW <br />OBSERVATIONS <br />This was a pre-operational inspection conducted by Tony Waldron of DMG along with Albert <br />Nesselhuf who is the applicant/operator. The site is located approximately 1/2 mile north <br />of the town of Manzanola, Colorado and approximately 1/2 mile east of highway 207. <br />The area that is proposed for mining is an ancient alluvial terrace that rises up out of the <br />Arkansas River Valley onto a large flat expanse of rangeland. Surface run-off has created <br />downcut drainages at regular intervals along the southern face of the terrace leaving behind <br />exposed lobes of gravelly material. These lobes contain varying amounts and depths of sand <br />and gravel and are the target of this mining plan. <br />Topsoil on these outslopes is typically thin to non-existent with 30-50$ exposed gravel. The <br />remaining area is covered with a variety of vegetation including a solid understory of Blue <br />grams, buffalo and alkali sacaton grasses along with various shrubs and forbs such as cholla <br />cactus, yucca, and sagebrush. It will be very important to salvage and protect all available <br />topsoil for use in reclaiming the site. In the drainage bottoms there are likely to be <br />depositional areas where the topsoil will be fairly abundant. The topsoil in these areas <br />should be fully salvaged and stockpiled for use in reclamation of the site. The point where <br />the terrace flattens out near the shoulder and top of terrace should contain adequate topsoil <br />in the range of 1/2 to 1 foot deep. This material should be salvaged through the full <br />rooting depth and stockpiled for later use in reclaiming the site. <br />There are a several man-made structures present within the permit area that were not included <br />in the application. These include a large irrigation well located near the river with an <br />associated pipeline that runs up through the permit area and in a northerly direction for <br />approximately one mile. Both the well and pipeline are abandoned and no longer in use, <br />however, they are still in place and probably contain a right-of-way for their use. In <br />addition, there are two power lines that traverse the permit area in an east-west direction. <br />Both of these lines run right through the heart of the gravel deposit and also are likely to <br />have a right-of-way associated with them. Both of these items will need to be addressed <br />prior to final consideration of a permit. In addition, if there are any other man-made <br />structures located within 200 feet of the proposed mining area such as fences, other <br />pipelines, wells, buildings, etc. they must be identified along with a plan for protection <br />and/or replacement. <br />One final area that will need to be addressed is storm water drainage and sediment control <br />since all runoff from this site enters direcCly into the Arkansas River. The CDOH will be <br />contacted to discuss this matter prior to the end of the review period. <br />The Division will continue to review the application for adequacy and will send out an <br />adequacy letter that will include all inadequacies identified in the permit application.
