.- <br />UI. COMMENTS-- COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made doing the inspection. Comments also describe any enforcement actions taken <br />during the inspector and the facts or evidence supporting the enforcement action. <br />Notes: <br />The bridges are in disrepair. A reduced level of maintenance, sufficient for foot traffic, has <br />been approved. The plugged emergency spillway (one) from T-2 has been approved as <br />abandoned in place. <br />Items of interest from the previous inspections include: Signs and Markers Identification signs <br />need to be placed at the permit boundaries on USNF Road 306 (Middle Thompson Creek <br />Drainage). <br />This report is based on an aerial inspection of January 9, 2001. Mr. Harry Ranney, <br />Environmental Protecfion Speciai'rst (EPS) of the Divrsion, made the flight He took aerial <br />photographs doing the flight. This report is compiled by Byron G. Walker, EPS, based on an <br />oral debriefing of Mr. Harry Ranney and a review of photographs taken by Mr. Ranney. Mr. <br />Ranney stated that he saw no problems at the site. Photographs are on file at the Division, <br />and are numbered 25-01-01-09-1 (1 ), 25-01 -01-09-2 (2), and 25-01-01-09-3 (3). The <br />photographs have been transmitted electronically to the permittee. Comments are <br />necessarily limited to the scale and detail of the photographs. The Portal 3 area and the <br />Loadout Area were not covered by this inspection. <br />BOADS The access road into the Portal 1 facilities area appears in Photograph 2. It is snow <br />covered. It appears to be in good shape. <br />HYDROLOGIC BALANCE The long pond appears in Photographs 3 and 2. The inlet appears to <br />be functioning properly, as is the pond. It is not frozen over. Pond 1 and Pond 2 appear in <br />Photograph 2 All but the inleh of both ponds, and the surface spillway between the two, <br />appear to be frozen over. No problems are noted. Sedimentaton Pond P-9 appears in <br />Photograph 2 and a portion of the disposal area Sedimentation Pond appears in <br />Photograph 1. Both ponds contain snow, and appear to be in good repair. The riprap <br />drainage across the Portal 1 facilities area and the riprap west perimeter drain of the disposal <br />site appears in Photograph 1.
