III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an complete inspection conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. "do one else was present. The ground was covered w~~th approximately <br />two feet of snow. <br />AVAILABILITY OF RECORDS <br />The records checklist is attached. The following documents for 2nd quarter 1998 were <br />identified as missing during the November 1998 inspection. but are now in the file at the <br />Routt County Courthouse: Discharge Monitoring Report. pond inspection report. and <br />hydrologic monitoring data. <br />The permit application pages that were recently revised in TR-10 are in the file, but need <br />to be inserted in the permit application document. <br />SIGNS AND MARKERS <br />All signs and markers were properly displayed, including mine i.d. signs and stream buffer <br />markers. <br />HYDROLOGIC BALANCE <br />The pond was covered with snow, but appeared to not Contain water; its embankments and <br />inslopes appeared stable although snow cover limited inspection. Trout Creek was frozen <br />over. <br />Caps were in place on both monitoring wells and no problems were found with either well. <br />Snow cover prevented inspection of ditches and culverts (ditch D-8, the perimeter ditches <br />in the facilities yard, and culverts C-1 and C-4). <br />SUPPORT FACILITIES <br />No problems were apparent in the facilities yard area. <br />SLIDES AND DAMAGE <br />No problems were apparent on the office SAE backfill slope or on the portal bench although <br />snow cover limited inspection. <br />
