• (Page 2I • <br />MINE ID # OR PROSPECTING ID # M-1985-031 <br />INSPECTION DATE 4/19/01 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This partial inspection was performed by the Division as a follow-up to ensure compliance with a required corrective action <br />for a problem noted during the last inspection (7/25/001. The operator was contacted about the inspection and a time was <br />arranged to meet at the site. The operator named on page one was present throughout the inspection. <br />The feature to be inspected was the area of an oil spill. This was regarded as a problem and was to be cleaned up by a <br />certain date. Completion of the corrective action also stipulated that the operator was to provide written follow-up to the <br />Division describing the clean up performed. No written follow-up was ever received from the operator. <br />All oil-stained soil has been removed, as well as the perforated barrel that formerly contained the oil. The problem is <br />considered to be adequately abated. The operator is reminded that if the required corrective action includes any follow-up <br />contact with the Division, to please ensure that such contact is made, to verfiy that the problem is resolved and not left <br />outstanding. <br />An additional observation was made during this inspection, which merits discussion here, though it is not considered a <br />problem at this time. Two areas in the pit were found to contain significant amounts of imported material, which were <br />apparently to be used for backfill. The materials were brought into the pit and dumped by truck near the existing trailer, <br />and will be used to backfill the east end of the south hiphwall according to the operator onsite. Most of the dumped piles <br />consisted of various earthen materials, plus concrete pieces and wood debris. The floor of this Dart of the pit is drv, and <br />the imported materials do not appear to present a problem if used in this manner. After placement against the hiphwall, <br />and/or compaction also, covering it with topsoil and seeding would be required. The topsoil berm exists along the top of <br />the hiphwall. <br />The operator onsite stated that additional non-hazardous, inert materials are expected to be imported to the site and used <br />in a similar manner in the future. If this is so, the operator is required to submit a brief notice to the Division which <br />describes the materials, pursuant to Construction Materials Rule 3.1.5191, a copv of which is attached to the operator's <br />inspection report. This is not a problem at this time, but if additional imported materials are found during later inspections, <br />for which no notice has been provided by the operator, this tonic may become a problem. It is important that this be <br />documented, to demonstrate to the Division that no contaminants are imported, and that the site does not become an <br />unofficial landfill. <br />There were no further observations, and no problems noted during this inspection.
