III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Unit Train Loadout Bond Release Inspection <br />The bond release inspection began at the west end of the train loadout facilities bench. The entrance gates and <br />fence, paved haul road sections and the scale house remain. The truck unloading building superstructure had <br />been demolished and removed offsite. The underground tunnel for the truck unloading structure had been filled <br />up with material but the concrete footers and tunnel sides were still in place. The fuel facility with the 12,000 <br />gallon fuel tank was gone, replaced, however, by a contractor's fuel tank. A lot of mining and drilling equipment <br />was still on site in this area. <br />The covered elevating conveyor, support struts and motor control center building superstructure were gone from <br />the site, as was the skid mounted motor control center. The concrete silos had been taken down in pieces and <br />crushed to gravel sized pieces for use as underground road base at the Bowie No. 2 Mine. Most of the concrete <br />gravel had already been removed from the site. The two motor control center building superstructures, pump <br />house, silo fan and silo conveyor structures had been demolished and removed from the loadout site as well. The <br />concrete pad in front of the demolished silos remains. <br />To the north of the silo area, the shop and fuel facility, with its two 500 gallon fuel tanks, remain. To the south <br />of the silo area, the substation and fence also remain. In the orchard, the loadout facilities pump house remains. <br />The covered elevated conveyor and struts leading from the silos to the train loading structure were gone. The <br />motor control center building superstructure associated with the elevated conveyor was also gone. The train <br />loading structure had been demolished and removed offsite. The 3,500 and 15,000 gallon deicer tanks located <br />adjacent to the train loading structure were gone. <br />The only concrete removed from site was most of the concrete gravel. Some concrete gravel, all concrete slabs <br />and footers, the truck unloading tunnel and the silo concrete pad remain. Concrete walls were demolished and <br />remain on site. <br />During the inspection, it was noted that quite a lot of mining equipment and supplies were stockpiled at the train <br />loadout. The Bowie No. 1 Mine reclamation cost estimate task 137 contains two items that account for <br />remaining materials and supplies. It is not known at this time whether task 137 accounts for the remaining <br />materials and supplies at the train loadout. <br />The following table lists the current status of the structural demolition at the train loadout. Listed are the <br />structures built at the train loadout, the structures for which BRL is requesting bond release and whether or not <br />the structures were demolished and removed from the site, along with any comments. <br />Following the table in this inspection report are digital images that show the train loadout before and after <br />structural demolition, during structural demolition and the site conditions at the time of the bond release <br />inspection. <br />
