III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />More than a foot of snow cover and snowplow piles of snow across the roads prevented access into the <br />permit area from Routt County Road 179 (North Haul Road) and the Routt County Road 44Z (Skyline <br />Road). The pit areas of the site were observed from points along Routt County Road 29, with the aid of <br />field glasses. <br />AVAILABILITY OF RECORDS <br />Records on file at the Routt County Court House we checked on March 14, 2005, the day before the <br />mine site was inspected. The SL-09 application for partial Phases I, II, and III bond release of 3.3 acres <br />near the south entrance from Colorado State Highway 131 was found on file. A folder was found for <br />monthly water monitoring reports. These monitoring reports may be removed from this folder once <br />they are incorporated into an Annual Hydrologic Report. Reports from April through August 2004 are <br />still in the folder. <br />ROADS <br />Roads were covered with snow, and blocked at the entrances to the site by piles placed by snow plows. <br />There were no signs of damage to roads through the snow cover. <br />HYDROLOGIC BALANCE <br />The drainage structures, including the "String of Pearls", were covered with snow. The sedimentation <br />ponds were covered with snow. There were no appazent signs of damage through the snow cover. No <br />free-flowing water was observed on site. <br />BACKFILL & GRADING <br />A small amount of grading that may be required, depending upon final reclamation plan decisions, is <br />associated with long-term-mining facilities adjacent to Oak Creek. The area was snow covered. There <br />was no sign of recent activity. <br />The demolition of some posts and a power pole in the 3.3-acre SL-09 area is under review. <br />SUPPORT FACILITIES <br />An office building and associated parking area still remains on site. Permanent support facilities <br />(permanent ponds and drainage structures) were covered with snow.
