Comment/Objection Narrative*
As a former federal mine inspector in both the eastern and western U.S.,then for nearly 40 years as a mining
engineer overseeing mine reclamation/remediation/cleanup in the western coal fields, I learned on the job why it
is so important that projects such as this be allowed/permitted to remove harmful, dangerous, and detrimental
waste materials-particularly at high elevation.
The small local company,CJK Milling, has been re-permitted to remove historical mining operation waste rock
and mine fines. Now in its final stage of cleanup, the company plans to remove the negatively impacted soils
and waste material, which will lead to the stabilization and establishment of native vegetation on what remains,
disturbed land.Once mine waste cleanup is completed, plants will re-establish and inhibit the effects of
uncontrolled water runoff.
This small, local mining company, has been doing the waste cleanup at this site at great expense, and is now
ready to move to the next phase-to separate valued minerals from waste materials using the proven process
of floatation. The floated material(minerals)will be collected and shipped offsite for processing, and what will
become inert waste material after processing, will be dried and encapsulated on site.At what was a Superfund
site, once the approved processing is authorized and instituted, the area will become once again pristine,
stable, and safe mountain terrain. it will be free of the scaring, hazardous and trash, acidic soils, and scarps left
due to the unsafe and dangerous mining practices of the past.
This is exactly the type of opportunity encouraged by the Good Samaritan Hardrock Act of 2024,to encourage
cleanup of historical mine properties removing and rectifying dangerous, hazardous and unhealthy conditions
left at long-closed mine operations.
Please approve the request of this small, local engineering firm to complete the final aspect of cleanup of the
Leadville Mill project.
Thank you for your consideration, and subsequent approval,of this important milestone at this small, yet
important and trendsetting mine site.
Permitting Action Comment/Objection is Regarding
New Permit • Change to Existing Permit
Permit Number* (?)
Enter a valid permit number
M1990057
Revision Type and Sequence*
permit amendment-waste cleanup of historical mine waste
County*
Colorado County where the proposed operation is located
Lake
Enter one county only
Site Name
Leadville Mill
Perm ittee/Operator Name
CJK Milling
ADDITIONAL INFORMATION
Are there supporting photos, maps, or documents you wish to upload?
Yes • No
By submitting this form electronically you agree to receive any/all follow up correspondence from the Division of
Reclamation, Mining, and Safety at the email address you have provided.
