My objection is <br /> based on concerns regarding long-term water quality and availability, risks to existing water users,disturbance <br /> of historically stabilized mine waste,and irreversible impacts to the historic character and environmental <br /> recovery of Leadville and the Upper Arkansas River basin. <br /> Impacts to Water Resources and Existing Water Users <br /> The Leadville area sits at the headwaters of the Upper Arkansas River,a watershed that supplies municipal, <br /> agricultural, recreational,and environmental water uses far beyond Lake County.The proposed milling <br /> operation poses unacceptable risks to both surface water and groundwater through potential chemical <br /> contamination, mobilization of historic mine waste,and increased water consumption. <br /> Of particular concern is the proposal's reliance on a dry tailings landfill and mill waste pile that would remain a <br /> potential source of contamination in perpetuity.The application does not adequately address long-term <br /> monitoring, maintenance,or financial assurance for perpetual management of these wastes.Any failure— <br /> whether through liner degradation, preferential groundwater flow paths,extreme weather events,or operational <br /> error—could result in irreversible impacts to groundwater, private wells,and surface waters that feed the <br /> Arkansas River. <br />
