Glossary <br />Condition of No Exposure: all industrial materials or activities are protected by a storm -resistant shelter to prevent exposure to rain, <br />snow, snowmelt, andlor runoff. Industrial materials include: machinery, open containers, raw materials, intermediate products, by-products, final <br />products or waste products. Final products may be stored outside without being considered to be exposed IF they would not be mobilized by <br />stormwater discharge. (For example, rock salt or fine sediment would be mobilized, and so must be covered.) <br />Grab Sample: A single "dip and take" sample that is re resentative of the water being monitored. However, the sample bottle must be full. Since <br />Selenium samples are acidified, you do NOT want to dip with the actual sample bottles. Use the "scooper" bottle to dip and take, You may need to dip <br />more than once if one dip does not fill the sample bottle. <br />Inactive mining operations— Regulation 61.3(2)(e)(iii)(C) identifies that "inactive mining operations" are mining sites that are not being actively <br />mined, but which have an identifiable owner/operator; inactive mining sites do not include sites where mining claims are being maintained prior to <br />disturbances associated with the extraction, beneficiation, or processing of mined materials, nor sites where minimal activities are undertaken for the <br />sole purpose of maintaining a mining claim). <br />This term includes the following types of facilities that have an identifiable ownerloperator: <br />• mineral mining and/or milling occurred in the past but is not covered by an active mining permit issued by DRMS; <br />• operations are limited seasonally (i.e., intermittent operations), consistent with DRMS requirements for notification, <br />only during the portion of the year when the facility is not active; or <br />• operations cease for 180-days or more for reasons not associated with intermittent status, and still has reserves <br />(consistent with temporary cessation status as defined by DRMS), only during the time period the facility is not active; or <br />• exploration or extraction activities have ceased permanently. <br />certification required for SWMP for Inactive and unstaffed facilities <br />Permittee Signature: Title: Date: <br />I certify under penalty of law that this site meets the conditions Inactive Mining Operations and is unstaffed. I am aware that there are significant <br />penalties for providing false information, including the possibility of fine and imprisonment for knowing violations. <br />Measurable Storm Event: A storm event that results in an actual discharge from the facility. storm event that results in an actual discharge <br />from the facility ("measurable storm event"), which includes discharges to surface water within the facility permit <br />boundary, and that follows the preceding measurable storm event by at least 72 hours (3 days). <br />Monitoring Point: Samples and measurements taken for the respective identified monitoring points required in the permit certification shall be <br />representative of the volume and nature of the wastestream and/or effluent. Monitoring points shall be so designed or <br />modified so that a sample of the effluent can be obtained at a point after the final treatment process and prior to discharge to <br />state waters. All samples shall be taken at the monitoring points specified in the permit certification and, when specified, <br />before the effluent joins or is diluted by any other wastestream, body of water, or substance. Monitoring points shall not be <br />changed without a modification request submitted to and approval by the Division. <br />Monitoring Method: The permittee must select a test procedure that is "sufficiently sensitive" for all monitoring conducted in accordance with this <br />permit.
