Russell - DNR, Elliott <elliott.russell@state.co.us>
draft of adequacy response and questions
Elliott Russell (DNR-DRMS) <elliott.russell@state.co.us>Fri, Jan 2, 2026 at 12:38 PM
To: Jeff Schimel <jschimel@ualberta.ca>
Cc: "Trujillo - DNR, Zach" <zach.trujillo@state.co.us>
Jeff,
It was good chatting with you earlier this week about your draft adequacy review responses. As discussed, based on
coordinates of dig sites and the location access trail, the Division has determined that Teller County should also be
provided notice per Rule 1.6.2(1)(a). Please provide the Teller County Board of Commissioners a copy of the Division's
Exhibit J notice (attached) and your application form (at least Pages 1-7) as well as a copy of your newspaper publication.
You will need to inform Teller County that the application has been placed with the Park County Clerk and Recorder, an
electronic version is available on the Division's website, and that comments need to be provided to the Division within 10
days of receiving the new notice (for example, if they receive your packet on January 7th, their comment period would go
through January 20th due to weekend and holidays). Please proof of noticing by providing a return receipt of
certified mailing, e-receipt, or a date-stamped copy of the notice acknowledged by the local Board.
I am also attaching an example of a web soil survey map and soil unit descriptions to assist you with Adequacy Item #4.
Elliott Russell
Env ironmental Protection Specialist
Minerals Regulatory Program
Mobile: 303.903.4456 | Office: 303.866.3567 | Fax: 303.832.8106
Physical: 1313 Sherman Street, Room 215, Denver, CO 80203
Mailing: DRMS Room 215, 1001 E 62nd Ave, Denver, CO 80216
Elliott.Russell@state.co.us | https://drms.colorado.gov
[Quoted text hidden]
4 attachments
Exhibit J BOCC Notice.pdf
127K
20251230_13031701979_58_Map_Unit_Description_Sphinx_family_5_to_40_percent_slopes--
Pike_and_San_Isabel_NF_Colorado_Northern_Par.pdf
90K
20251230_13045901718_61_Map_Unit_Description_Sphinx-Rock_outcrop_complex_15_to_80_
percent_slopes--Pike_and_San_Isabel_NF_Colora.pdf
92K
20251230_13061701049_61_Soil_Map.pdf
921K
