SOILS INFORMATION
Rule 6.4.9 of the Mineral Rules and Regulations requires the Applicant to provide a map or
statement regarding the general type, thickness and distribution of soils over the affected
lands,to address the suitability of topsoil for establishment and maintenance of plant growth
during reclamation. However, as described in Exhibit E, reclamation of the Area 1 mined
lands is fulfilled by the installation and certification of the disposal cell bottom liner systems
and does not rely on the availability or suitability of topsoil for reclamation. Area 2, while
not mined, will be graded and revegetated during reclamation.
The use of topsoil and organic soils is ideal for the final cover system proposed for the landfill,
and also is noted as desirable in Exhibit E as related to the reclamation of mined areas that
are disturbed but not reclaimed. A copy of a Soil Resource Report for Castle Rock Area,
Colorado (June 2024) targeting the Sedalia Land Company property was obtained from the
US Department of Agriculture, Natural Resources Conservation Service website
(wx7w.websoilsurvey.nres.usda.gov) and reviewed during preparation of this Plan. The soils
report identifies little or no discernable topsoil or organic soils in the upper soil column, with
most soils identified in the report being well-drained sandy loams, sands, or sandy gravely
loams, which may support limited native vegetation in the semi-arid climate of Douglas
County.
Finally, note that future revegetation of the closed landfill and support facilities (i.e.,
disturbed areas, drainage features, ponds, etc.) are a component of the waste disposal permit
issued by the CDPHE to the landfill and will be managed independent of the permitted mining
activities. Revegetation activities are described in detail in the Grading, Erosion, and
Sediment Control (GESC) for the property as permitted by Douglas County (and further
discussed in Exhibit F) and within the landfill permit. Copies of the Douglas County GESC
Plan Standard Notes and Details are included as Figure F-2 in this application.
Weaver Consultants Group,LLC
Q: WASTE CONNECTIONS SEDALIA EXPANSION 2024DBMS 112 PERMITEXHIBIT I-SOILS INFORMATION.DOCX Rev.0,10/2025
I-1
