RECLAMATION PLAN <br /> Rule 6.4.5 of the Mineral Rules and Regulations requires the Applicant incorporate into the <br /> Application a Plan that includes provisions for, or satisfactory explanation of, all general <br /> requirements for the type of reclamation proposed and to be implemented by the <br /> Operator/Applicant. <br /> Mining under this permit is limited to the segregation, stockpiling and off-site transport of <br /> clay-rich soils mined during excavation of waste disposal cells at the permitted landfill. <br /> Mining as set forth in this permit is incidental to the excavation and construction of the <br /> landfill disposal cells only, and does not include other excavations (e.g., drainage features, <br /> channels and ponds) or non-disposal cell earthwork conducted at the facility, as these soils <br /> Will not be segregated for off-site transport and beneficial reuse but instead will be <br /> incorporated into landfill operations. <br /> The depth and grades of mining excavations in Area 1 will be limited to the disposal cell <br /> excavation grades set forth in the waste disposal permit for the facility as shown on Figure <br /> D-1 (Exhibit D). Area 1 mining reclamation for this Application is defined as the installation <br /> and certification of the disposal cell liner system. Reclamation will be deemed complete with <br /> the installation and certification of the disposal cell liner systems as set forth in the waste <br /> permit for the facility. Certification of the liner system installation will be provided by the <br /> licensed engineer-of-record for the project. Copies of the certification will be provided to the <br /> DRMS after closure of each mined cell in Area 1, prior to acceptance of waste into the cell. <br /> Copies of the certification will also be maintained within the site operating record and <br /> available for DRMS inspection. <br /> Area 2 shown on Figure D-1 will be used for staging and processing of clay soils removed <br /> from Area 1 prior to transport offsite and will be opened for operation coinciding with the <br /> beginning of excavations in Area 1. Use of the mined clays may include brick and tile <br /> manufacturing. Area 2 will remain operational throughout the mining in Area 1. Closure of <br /> Area 2 will consist of removal of the mined soils (note that mined soils can readily be <br /> incorporated into the ongoing landfilling operations) grading of the property and <br /> revegetation with native seed stock.
