FILE 4: M-2025-057 <br /> INSPECTOR'S INITIALS:JLE <br /> INSPECTION DATE:November 24,2025 <br /> OBSERVATIONS <br /> On November 22, 2025,the Colorado Division of Reclamation, Mining and Safety(DRMS or Division) received a <br /> complaint from Zach Frisch,the Manager of Western Inn. The complaint alleged that an illegal mining operation <br /> was occurring at 2697 County Road 308, Idaho Springs, CO 80452. I,Jared Ebert with the DRMS conducted the <br /> inspection on November 24, 2025. Those present during the inspection included Mr. Meliton (representing <br /> Western Inn), Sergeant N. Imrie with the Clear Creek County Sheriff's Office,and three other county officers. <br /> The inspection commenced at the northernmost driveway of the property. Observations in this area included a <br /> fabricated trailer with a metal wiring cage,which contained various types of debris, including plastics,electronics, <br /> tires, pipes,tarps, and cans.Adjacent to this trailer was a small wheelbarrow that held a few shovelfuls worth of <br /> soil and rock. Several vehicles were parked on site: a hard-sided"Wilderness"camper,two pop-up style campers, <br /> a dually pickup, and a semi-truck.The site was further cluttered with a significant amount of scattered trash,hand <br /> tools,and debris.Just past the semi-truck,a rock pile was noted.This pile,however,appears settled and <br /> weathered, indicating it is not the result of recent excavation; its appearance is typical of historic rock piles found <br /> throughout the historic mining districts of Clear Creek County.A makeshift,tarp-covered shelter enclosing a couch <br /> and other debris was also observed. <br /> The inspection then proceeded to the easternmost property area.A trailer packed with various personal items was <br /> parked on the drive,and wood and various pieces of furniture were strewn around the driveway. Northeast of the <br /> driveway area,what appears to be a historic mine adit was observed. The entrance to this adit was weathered and <br /> graffitied,with standing water just at the opening.An old trench runs downhill from the adit.This trench is not <br /> freshly cut,as evidenced by the establishment of vegetation and a thick collection of leaves and pine needles within <br /> it. Some plastic parts, a mannequin and two small buckets with rocks and soil were observed in the trench. <br /> Audra Alvisio, an alleged tenant of the property,spoke with the officers and me during the inspection. Ms.Alvisio <br /> explicitly stated that she is not mining at the site,but rather sells gems obtained from a rock collection gifted to her <br /> by her grandfather. She also mentioned that she was in the process of creating a mountain bike path on the <br /> property. I did observe a small area, approximately one to two feet in width and ten to fifteen feet in length,that <br /> had been cleared of leaves and pine needles,exposing the underlying rock and soil. <br /> No evidence of a recent and/or active mining operation was observed. <br /> Page 2 of 11 <br />
