Clearing and Grubbing <br />The footprint of VLF2 Phase 3 Stage B.1 contained minimal deleterious materials and no topsoil. <br />All subgrade areas were inspected by the CQA Monitor to ensure that no deleterious material <br />was present prior to further construction activities. <br />2.2. Site Grading <br />Approximately 2,450 cy of Structural Fill (SF) material was used to grade the site within the limits <br />of VLF2 Phase 3 Stage B.1 area. The SF was placed in maximum 2-foot-thick loose lifts, moisture <br />conditioned as required and compacted using a 12-ton vibratory smooth drum roller. The entire <br />surface of each lift was compacted with a minimum of six passes (one pass = forward and <br />backward) exceeding the developed method specifications. <br />The CQA Monitor observed all subgrade preparation and SF placement during site grading to <br />verify it met the requirements of the Technical Specifications. <br />2.3. Subgrade Preparation <br />Subgrade along the 10,200’ elevation, formerly the Schist Island Haul Road for SSR Mining <br />Operations, was prepared and inspected prior to SLF placement. The exposed subgrade surface <br />was prepared by adjusting moisture levels and compacted with haul traffic, and when required, <br />a 12-ton smooth drum vibratory roller was used. The CQA Monitor inspected and approved the <br />finished subgrade surface prior to SLF placement. <br />The subgrade on the B.1 slopes had been prepared as detailed in the VLF2 Phase 3 Stage B <br />Subgrade and Leak Detection report. Dozers conducted track walking and removed any <br />protruding rocks resulting from this process in the previously approved subgrade. The previously <br />constructed and approved Stage B Leak Detection Trenches were not disturbed during Subgrade <br />Preparation. <br /> <br />2.4. Soil Liner Fill <br />Approximately 43,944 cy of SLF was placed within the VLF2 Phase 3 Stage B.1 area. The as-built <br />SLF surface is presented in the Record of Construction Drawing 2. <br />Material from the WHEX borrow was processed using a custom-designed screen to eliminate <br />oversized rock and achieve uniformly conditioned material. A mobile incline screening plant with <br />a double deck was also used to screen the material. After processing, the SLF was placed in the <br />Upper Dump 1 Stockpile.
