Below are DRMS <br />comments in bold and CC&V’s response in Italics. <br /> <br />Record of Construction Report <br /> <br />1. Section 3.2.1 - Structure Fill: The report states that no laboratory compaction testing was <br />performed on the structural fill and that density was achieved by placing the material with a <br />method exceeding past method compactions specifications, however, Section 2.2 – Site Grading, <br />states that a CQA monitor observed all subgrade preparation and Structural Fill placement during <br />site grading to verify it met the requirements of the Technical Specifications. Please clarify what <br />the exact approved specifications are for density and compaction of the structural fill and what <br />methods the CQA inspector utilized to ensure those specifications were met. <br /> <br />R/. NewFields used the US Army Corps of Engineers EM 1110-2-1911 Construction Control for Earth <br />and Rockfill Dams guidelines for materials determined to be rock-fill placed as Structural Fill. Please <br />see Appendix C - Technical Specifications - No. 02200 Earthworks Section 3.6 Fill Placement Sub- <br />Section C Structural Fill for additional information. <br /> <br />Additionally, the NewFields Technical Memorandum “Structural Fill Compaction Method Specification” <br />dated, May 26, 2022, which summarized the results the test pad constructed for guidance in the <br />placement and compaction of structural fill from a previous VLF expansion. The memorandum is <br />provided in the amended report as Appendix M – Technical Memo. The same contractors and <br />equipment mentioned in the memorandum were utilized for Structural Fill for Stage B.1. <br /> <br />NewFields personnel visually monitor Structural Fill placement and compaction during construction.
