(b) Structures and Utilities: There are no permanent man-made structures within two <br /> hundred(200) feet of the affected area. No electrical utilities or water infrastructure exists <br /> on site. Temporary equipment and materials staging will occur within the project <br /> boundary. <br /> (c) Surface Water and Drainage: Gilson Gulch is located approximately 700 feet <br /> downslope from the uppermost part of the waste rock pile. Stormwater runoff is currently <br /> conveyed through an existing culvert at the base of the project site and directed into <br /> Gilson Gulch. During operations, temporary roadside ditches and erosion controls will be <br /> installed to manage surface runoff. <br /> A water quality monitoring site"Gilson Gulch above Franklin Mine"(Identifier CCWF- <br /> CC-37A)—is located in the watershed downstream of the project. No acid mine drainage <br /> or surface discharge has been detected from the GEM site under current conditions. <br /> (d) Coordination with Colorado Parks and Wildlife was initiated to address potential wildlife <br /> impacts. Mr. Joseph Walter received a project summary on March 27,2025, and a draft <br /> site plan in November 2025. As of this filing, no official concerns have been raised. <br />
