JD-8 Mine Environmental Protection Plan <br /> • 4. FACILITIES EVALUATION <br /> Rule 6.4.21(7)lists the requirements for a Facilities Evaluation. "Environmental Protection Plan <br /> Facilities" are those facilities that will retain,either temporarily or permanently,designated chemicals, <br /> acid mine drainage locations,toxic or acid-forming materials,and associated by-products or sludges.As <br /> discussed in the Designated Chemicals Evaluation and Materials Handling Plan,the mine facilities that <br /> would be considered Environmental Protection Plan Facilities are: <br /> 1. Waste rock piles; <br /> 2. Temporary ore storage pile; <br /> 3. Planned stormwater impoundment; <br /> 4. Diesel fuel storage area. <br /> The locations of these Environmental Protection Plan Facilities are shown in Map 3.The naturally <br /> occurring geological and geochemical conditions related to these facilities are described in the Designated <br /> Chemicals Evaluation(Section 5 of this EPP)and Materials Handling Plan(Section 6 of this EPP).No <br /> metallurgical processing will occur on site that would alter the natural character of these materials. <br /> Weathering processes that might alter the natural character of these materials are evaluated in Section <br /> 5.2.3. <br /> Monitoring of these Environmental Protection Facilities includes lysimeter monitoring of the waste rock <br /> • pile as described in Section 9.4.The above ground storage tanks for diesel fuel will be routinely <br /> inspected, and the berms will be maintained as described in the Materials Handling Plan. In addition, <br /> stormwater Best Management Practices(BMPs)will be routinely monitored and maintained as described <br /> in Attachment 4. <br /> 5. DESIGNATED CHEMICALS EVALUATION <br /> 5.1 Rationale <br /> Section 6.4.20(5)of the Hard Rock/Metal Mining Rules and Regulations(Rules)requires that an EPP <br /> shall contain a presentation and discussion of the types, quantities,and concentrations of"designated <br /> chemicals" within the permit area, and to the degree such chemicals are present or used within the permit <br /> area, shall characterize the designated chemicals as to: <br /> a) Their known potential to affect human health,property,or the environment; <br /> b) Based on the best information available at the time of submittal of the EPP, specify the expected <br /> concentrations,process solution volumes and fate of designated chemicals to be used in existing <br /> and proposed extractive metallurgical processes at the mine,and/or mill site, if applicable; and <br /> c) Provide,to the extent reasonably available,material safety data sheets for designated chemicals. <br /> Additionally, Section 6.4.20(6)of the Rules requires that an EPP provide a materials handling plan <br /> containing the following information: <br /> • a) Fully describe the procedures for the disposal,decommissioning, detoxification or stabilization <br /> for all designated chemicals and toxic or acid-forming materials.
