JD-8 Mine Environmental Protection Plan <br /> • 1.3 EPP Organization <br /> The EPP requirements are specified in Section 6.4.21 Exhibit U of the Hard Rock/Metal Mining Rules. <br /> The specific Rules are addressed in this EPP as follows: <br /> • Rule 6.4.21(1)describes the overall applicability and goals of an EPP. <br /> • Rule 6.4.21(2)requires that the EPP include maps identifying the locations where designated <br /> chemicals or toxic or acid-forming materials will exist within the permit area.These maps are <br /> provided in Attachment I and described in Section 2. <br /> • Rule 6.4.21(3)requires that the EPP identify other agencies'environmental protection measures <br /> and monitoring requirements. These requirements are described in Section 3. <br /> • Rule 6.4.21(4)requires that the EPP list any air quality,water quality, solid and hazardous waste, <br /> and other federal,state permits or local licenses.These licenses are listed in Section 3. <br /> • Rule 6.4.21(5)requires a Designated Chemicals Evaluation.The evaluation of designated <br /> chemicals is described in Section 5.Applicable Material Safety Data Sheets(MSDSs)are <br /> provided in Attachment 2. <br /> • Rule 6.4.21(6)lists the requirements for a Designated Chemicals and Materials Handling Plan. <br /> This plan is described in Section 6. <br /> • Rule 6.4.21(7)lists the requirements for a Facilities Evaluation.The Facilities Evaluation is <br /> provided in Section 4 of this EPP. <br /> • Rule 6.4.21(8)describes the required groundwater information. Groundwater occurrence, <br /> availability,recharge,and flow information is provided in Section 9. <br /> • • Rule 6.4.21(9)describes the required groundwater quality information. Information on <br /> groundwater quality is provided in 9.5.4. <br /> • Rule 6.4.21(10)addresses surface water control and containment facilities information. Surface <br /> water control and containment facilities are addressed in the Stormwater Management Plan in <br /> Attachment 4. <br /> • Rule 6.4.21(11)describes the required surface water information.No perennial streams, <br /> ephemeral streams,ponds, lakes,or reservoirs occur on the property.Therefore,no specific <br /> surface water data are available for the JD-8 Mine. Regional and local surface water hydrology <br /> are discussed in Section 8.As mentioned previously, surface water control and containment <br /> facilities are addressed in the Stormwater Management Plan in Attachment 4. <br /> • Rule 6.4.21(12)requires a Water Quality Monitoring Plan "where necessary to demonstrate that <br /> the Environmental Protection Plan requirements are being met". Because the JD-8 is a dry mine, <br /> and because lysimeter monitoring is conducted as described in Section 9.4, no separate water <br /> quality monitoring plan is required. <br /> • Rule 6.4.21(13)specifies the climate data necessary to perform an acceptable water balance. <br /> Climate data are provided in Section 7. Statistical climate summaries and design storms are <br /> provided in the Stormwater Management Plan in Attachment 4. <br /> • Rule 6.4.21(14)identifies the geochemical data and analysis necessary for evaluation of any <br /> potentially toxic materials that may be exposed during mining,stockpiling,or disposing on the <br /> affected land. Geochemical testing results and analysis are provided in the Designated Chemicals <br /> Evaluation in Section 5.2.3. <br /> • <br /> 9 <br />
