(Highbury) is applying for a new permit for DOE Lease Tract JD-8. <br /> The current and approved mine permit,permit#M1984-014, was granted to Cotter Corporation <br /> in 2012. Due to market conditions the planned mine operations were not completed and <br /> infrastructure including access, electrical power, and the exiting decline remain in place and <br /> serviceable. <br /> Highbury acquired the lease for the JD-8 Mine and reclamation obligations, including the current <br /> bond, for permit#M1984-014, from Cotter Corporation in 2019. Due to the change in ownership <br /> 1111, and responsibilities, Highbury is proposing to adopt the approved mine permit and all <br /> amendments as part of the current application for a new mine permit. <br /> Please find enclosed the JD-8 New Permit Application inclusive of the permit documentation <br /> approved in 2012 with attachments an updated Environmental Review and routine documented <br /> hydrologic observations over the past two years in the mine which verify the conclusions of the <br /> current permit that the JD8 mine is dry. <br /> Respectfully, <br /> Robert A.
