Colowyo monitors vegetation establishment to ensure that success standards are being met. <br /> Information on the vegetation monitoring plan is found in Section 4.15.1(4) of the PAP. Results of <br /> these surveys are included in the Annual Reclamation Reports. <br /> As a part of this plan, monitoring shall occur from late June to early August to best utilize <br /> information measurable during the active growing season. Monitoring of the first growing season <br /> after planting will determine the frequency of occurrence of planted versus volunteer species. This <br /> strategy will allow for corrective action to be employed when necessary. <br /> During the second and fourth growing seasons after planting, data for herbaceous cover and woody <br /> plant density will be collected by species. Colowyo will then conduct vegetation monitoring during <br /> the seventh year and every three years thereafter. Vegetation monitoring information will be <br /> submitted to the Division as part of the Annual Reclamation Reports, along with a map delineating <br /> areas sampled each year. <br /> Comparisons between reclaimed and undisturbed areas, in order to demonstrate that success criteria <br /> have been met, will be based on herbaceous cover, herbaceous productivity, woody plant stem <br /> density, and species diversity (Rule 4.15.7(2)(d)). <br /> XIV. Postmining Land Use-Rule 4.16 <br /> The Permit was found to be in compliance of Rule 4.16. <br /> Site description and background land use information is found in Section 2.04.3 and on Map <br /> 17 of the PAP. Land use description for the proposed Gossard Loadout and rail loop area is <br /> located in Section 2.04.3, Volume 1. Post-mining land use plans and objectives for areas <br /> associated with Gossard Loadout and rail loop area are found in Section 2.05.5 and 4.16 in <br /> Volume 1. The previous post mining land use for the Gossard rail loop area to Moffat County <br /> Road 51 was rangeland/ fish and wildlife habitat. With the approval of PR5, the post mining <br /> land use for the Gossard Loadout area will be designated as industrial in support of planned <br /> infrastructure for a water treatment facility that will be constructed in that area in 2026. This <br /> land use is consistent and compatible with future planned infrastructure development of the <br /> Gassard Loadout area. <br /> XV.Air Resource Protection -Rule 4.17 <br /> The Permit was found to be in compliance with Rule 4.17. The mine operates under a valid Air <br /> Emissions Permit, 95MF1040. <br /> XVI. Protection of Fish,Wildlife and Related Environmental Factors -Rule 4.18 <br /> The Permit was found to be in compliance with Rule 4.18. <br /> 50 <br /> Permit Revision No.5(PR-05),G 1981-019 <br />
