Colowyo monitors vegetation establishment to ensure that success standards are being met.
Information on the vegetation monitoring plan is found in Section 4.15.1(4) of the PAP. Results of
these surveys are included in the Annual Reclamation Reports.
As a part of this plan, monitoring shall occur from late June to early August to best utilize
information measurable during the active growing season. Monitoring of the first growing season
after planting will determine the frequency of occurrence of planted versus volunteer species. This
strategy will allow for corrective action to be employed when necessary.
During the second and fourth growing seasons after planting, data for herbaceous cover and woody
plant density will be collected by species. Colowyo will then conduct vegetation monitoring during
the seventh year and every three years thereafter. Vegetation monitoring information will be
submitted to the Division as part of the Annual Reclamation Reports, along with a map delineating
areas sampled each year.
Comparisons between reclaimed and undisturbed areas, in order to demonstrate that success criteria
have been met, will be based on herbaceous cover, herbaceous productivity, woody plant stem
density, and species diversity (Rule 4.15.7(2)(d)).
XIV. Postmining Land Use-Rule 4.16
The Permit was found to be in compliance of Rule 4.16.
Site description and background land use information is found in Section 2.04.3 and on Map
17 of the PAP. Land use description for the proposed Gossard Loadout and rail loop area is
located in Section 2.04.3, Volume 1. Post-mining land use plans and objectives for areas
associated with Gossard Loadout and rail loop area are found in Section 2.05.5 and 4.16 in
Volume 1. The previous post mining land use for the Gossard rail loop area to Moffat County
Road 51 was rangeland/ fish and wildlife habitat. With the approval of PR5, the post mining
land use for the Gossard Loadout area will be designated as industrial in support of planned
infrastructure for a water treatment facility that will be constructed in that area in 2026. This
land use is consistent and compatible with future planned infrastructure development of the
Gassard Loadout area.
XV.Air Resource Protection -Rule 4.17
The Permit was found to be in compliance with Rule 4.17. The mine operates under a valid Air
Emissions Permit, 95MF1040.
XVI. Protection of Fish,Wildlife and Related Environmental Factors -Rule 4.18
The Permit was found to be in compliance with Rule 4.18.
50
Permit Revision No.5(PR-05),G 1981-019
