next five years is not expected to exceed 9 million tons per the Colorado Department of Public <br /> Health and Environment(CDPHE) Construction Permit 95MF 1040 (Exhibit 8, PAP). <br /> No coal is currently being recovered from the South Taylor Pit. Coal recovered from the Collom Pit <br /> will be transported and crushed at the Collom Facility area east of the Collom Pit. Coal is crushed, <br /> stored and loaded at the Gossard Loadout. Coal is then shipped to customers by rail. In addition, <br /> coal may also be hauled from the crushers or the loadout area by truck to State Highway 13. <br /> Disposal of Wastes <br /> There is no washing of coal product at the Mine. Non-coal solid wastes are placed in designated <br /> zones (minimum of twenty-five feet of overburden, off the bottom, of pits during backfill <br /> operations). Recoverable oil, grease, and other lubricants are stored and shipped to recycle <br /> facilities. Sanitary wastes are disposed of in septic tanks, leach fields and evaporative ponds. <br /> (4.11.4, PAP) <br /> Ponds and Ditches <br /> Colowyo has 22 sediment ponds, stock tanks, and numerous constructed ditches that manage <br /> surface runoff at the Mine. These structures collect sediment, reduce peak flows from storms and <br /> snowmelt runoff, and reduce offsite impacts. <br /> Water Rights and Usage <br /> Colowyo draws water from the Wilson Reservoir and from Taylor Creek for mining and support <br /> operations. Water consumed is within water rights and is done in accordance with the Colowyo <br /> Water Augmentation Plan approved by the Colorado State Engineer's Office and the Division of <br /> Water Court(PAP, 2.04.7,4.05.15). <br /> 4.1.2 Reclamation Plan <br /> The reclamation plan for the Mine is found in Sections 2.05.4 and 2.05.5 (Volume 1 for the East <br /> Pit, West Pit, Section 16 Pit, Facilities Area and Gossard Loadout;Volume 12 for South Taylor Pit; <br /> Volume 15 for Collom Pit) of the PAP. A summary of this plan is provided below. For more <br /> information and references to specific portions of the PAP. <br /> Acreage Disturbed and Reclaimed <br /> Approximately 5,384 acres at the Colowyo Mine has been approved to be disturbed. Of the <br /> disturbed acreage, approximately 3,042.97 acres has been approved for Phase I bond release. Phase <br /> II bond release has been approved for approximately 2,699.20 acres.
