contemporaneous reclamation for the South Taylor Pit due to the mining conditions. In the past, <br /> the overburden and interburden from the upper seams of the South Taylor Pit have been hauled to <br /> two temporary overburden stockpiles (TS West and TS East), which contain approximately 44 <br /> million cubic yards of material. Currently, interburden is being hauled to previously mined <br /> locations of the South Taylor Pit. Final backfilling and grading will consist of grading the final <br /> spoils on the northwest edge of the pit, ripping and reducing the highwall and hauling back all of <br /> the temporary spoil from TS West and TS East into the pit. Map 29A, 29B and 29C of the PAP <br /> details the spoil grading plan. <br /> The Collom Pit was permitted with the approval of PR-04 and is a multi-seam operation that will <br /> mine the Y, X, A, B, C, E, F, and G seams. A permanent spoil pile will be constructed north of <br /> the Collom Pit as overburden material is stripped. The spoil pile is currently approved for a <br /> placement amount of 26 million cubic yards with a total of approximately 6.6 million cubic yards <br /> remaining permanently. The final surface of the Collom Pit area is shown on Map 19C of the PAP <br /> and will approximate the overall pre-mining grades. <br /> Roads <br /> Four types of roads are utilized at the Mine: haul roads, a prior access road that has been re- <br /> designated as a haul road, an access road, and light use roads. <br /> The main haul road (Haul Road A), which runs from the Gossard Loadout to the current facility <br /> area, has been paved with asphalt. Haul Road B is an asphalt road from State Highway 13 to <br /> Haul Road A The Collom Haul Road is in the process of construction and runs from the Gossard <br /> Loadout to the Collom Facility area. At the request of Moffat County, an elevated roadway <br /> crossing is being installed where the Collom Haul Road crosses Moffat County Road 51. Upon <br /> completion of the elevated crossing, County Road 51 will allow public traffic to cross over the top <br /> of the Collom Haul Road. All three haul roads meet the design and construction requirements of <br /> the haul road regulations. <br /> For Haul Road B, the reclamation plan calls for the removal of the pavement, reduction of the road <br /> width to 12 feet, reduction of side slopes to 4:1, and revegetation of the side slopes (PAP, Section <br /> 2.05). Haul Road A and the Collom Haul Road are to be removed and reclaimed upon completion <br /> of mining and reclamation activities. <br /> The Sturgeon Road, from Colorado Highway 13 to the Section 28 Pond, is designated as an access <br /> road. Access roads have also been constructed in order to obtain access to the Section 25, Section <br /> 36 and Middle Pond associated with the Collom Pit and facilities. These roads have been <br /> designed and constructed in accordance with Rule 4.03.2. The roads are surfaced with gravel and <br /> best management practices have been implemented to control surface runoff <br /> Light use roads, some of which were pre-mining trails, are used infrequently to monitor <br /> sedimentation ponds or other facilities. These roads meet the design requirements of the Rules. <br /> Some light use roads will be retained following reclamation as "ranch roads" to approximate roads <br /> that were in the area before mining (PAP, Section 2.05.6). <br /> 21 <br /> Permit Revision No.5(PR-05),G 1981-019 <br />
