 The expansion will include a composite liner system within the pad lined area and PSSA.
The liner systems are identical to the liner systems previously deployed in VLF1 and VLF2.
o Layers of the composite liner system within the PSSA from bottom up are: SLF,
Secondary 100-mil LLDPE Geomembrane Liner, Low Volume Collection Fill,
Primary 100-mil LLDPE Geomembrane Liner, and Drain Cover Fill (DCF).
o Layers of the composite liner system outside the PSSA footprint from the bottom
up are: SLF, Primary 80-mil LLDPE Geomembrane Liner, and DCF.
 The VLF Expansions will be constructed in a minimum of four stages and timing is
expected to vary based on business planning.
The quality of the construction for the VLF Expansions is an important aspect of this project.
Qualified personnel under the supervision of an experienced professional engineer registered in
the State of Colorado will be on site to observe and/or provide testing for all aspects of the
construction, included but not limited to:
 Vegetation and soil removal,
 Subgrade preparation
 Historical underground mine workings remediation,
 Fill placement,
 Leak Detection System installation,
 Soil Liner Fill placement,
 Geomembrane installation,
 Placement of Low Volume Solution Collection Fill
 Installation of the Low and High-Volume Solution Collection Pipes
 Placement Drain Cover Fill.
It should be noted that any mine placed pit backfill material prior to construction of the VLF
composite liner system is considered to be out of the scope of this project and is not considered
a feature of the overall Environmental Protection Facility as described in the Environmental
Protection Plan (Exhibit U) of the Amendment 14 submission.
4.2. Staged Construction
The VLF Expansion will be constructed in four Stages: VLF2 Phase 4 Stage A and B, and VLF1 Phase
6 Stage A and B. The staged construction will allow the mine to begin loading ore within the
expansion area of the VLF prior to the completion of the entire Phase. The limits of the overall
