4. Water Information, Rights and Augmentation <br /> Since the mine will encounter water in the mining operation below 3-4 feet of excavation, and a <br /> permanent lake will be left as part of the reclamation plan, it is demonstrated in this section that <br /> there are sufficient water rights/augmentation for this operation. A well permit is being applied for <br /> with the Division of Water Resources. The North Fork of the Gunnison River at this location is over <br /> appropriated. Therefore,a substitute water supply plan and augmentation plan is currently in place. <br /> There will be no real consumptive uses for the operation other than the 4%loss from the raw <br /> material, since the gravel will be wet and no dust control is needed. Also, all processing is done at <br /> the River Bottom Pit. All consumptive uses are shown below: <br /> Scenario 1 -During Mining <br /> 2)Additional evaporation will occur because of mining the gravel and exposing it to air before it is <br /> run through the crushing/screening operation and trucked off site. This evaporation is estimated at <br /> 4%of the annual excavated tonnage, which will be based on the maximum annual tonnage for this <br /> permit, 70,000 tons per year. Therefore,this consumptive use will be 4800 tons of water per year or <br /> 1.54 acre-feet annually. It is estimated that the gravel will contain 20%moisture when it is <br /> excavated below water level,but 16% moisture will seep back into the ground at the location, leav- <br /> ing 4%of the aggregate weight mined to exit the property with the product as a consumptive use. <br /> 3)Consumptive use for dust control will be zero since no processing is done on this site and no <br /> road application is needed since the material will be wet. Therefore,there will be no additional <br /> tonnage processed for this application from that already allowed for mining at the Farnsworth#2 <br /> Pit. <br /> The total consumptive use during mining is therefore 1.54 acre feet per year during mining. After <br /> this time,the lake will fill up. <br /> Scenario 2 -After Mining <br /> 1)The permanent lake will be approximately 6.6 acres in size, which may fluctuate between 6.2 <br /> acres and 6.7 acres, depending upon the river level and water inflow from irrigation uphill.
