7. UNITED STATES NOT LIABLE FOR WATER SHORTAGE--ADJUSTMENTS <br /> On account of drought, errors in operation, or other causes, there may occur at times a shortage <br /> during any year in the quantity of water released at the request of the Contractor by the United <br /> States pursuant to this contract through and by means of the project, and in no event shall any <br /> liability accrue against the United States or any of its officers, agents, or employees for any <br /> damage direct or indirect, arising therefrom. In any year in which there may occur such a <br /> shortage, the United States reserves the right to apportion the available water supply among the <br /> Contractor and others entitled, under existing and future contract(s), to receive water from the <br /> same project water supply all in a manner to be prescribed by the Contracting Officer. <br /> 8. NOTICES <br /> Any notice, demand, or request authorized or required by this contract other than as addressed in <br /> Article 2 (b) above shall be deemed to have been given on behalf of the Contractor when mailed, <br /> postage prepaid, or delivered to the Regional Director, Upper Colorado Region, Bureau of <br /> Reclamation, 125 South State Street, Room 6107, Salt Lake City, Utah 84138-1102 to the <br /> attention of UC-445 and on behalf of the United States when mailed, postage prepaid, or <br /> delivered to the Contractor at 2273 River Road, Grand Junction CO 81505 to the attention of <br /> Mr. Brent Kerr, Project Manager. The designation of-the addressee or the address may be <br /> changed by notice given in the same manner as provided in this article for other notices. <br /> 9. ASSIGNMENT LIMITED--SUCCESSORS AND ASSIGNS OBLIGATED <br /> The provisions of this contract shall apply to and bind the successors and assigns of the parties <br /> hereto, but no assignment or transfer of this contract or any right or interest therein by either <br /> party shall be valid until approved in writing by the other party. <br /> 10.
