Morton Lakes Substitute Water Supply Plan Renewal (Amended)
July 21, 2025
request covers the SWSP period from July 1, 2025 through December 31, 2025. The required
fee of $257 for this SWSP has been submitted (receipt no. 10043391 ).
SWSP Operations
The Applicant has requested an amendment to the existing SWSP period from July 1, 2025
through December 31, 2025 to revise the timing and amount of water required for
construction at Stage 5, and to request revisions to the location and amounts of mining
production at the remaining stages that are now anticipated to occur through the end of
2025. All mining production will be halted during the month of June 2025.
The Morton-Holton Lakes Mine is located in the SE '/ of Section 1 and the NE '/a of Section
12, all in Township 1 North, Range 67 West of the 6th P.M., and the SW '/ of Section 6 and
the NW '/a of Section 7, all in Township 1 North, Range 66 West of the 6th P.M. The replacement of
depletions for Morton-Holton site is fully consumable water leased from the City of Aurora.
Mining of the Morton Lakes site is presently expected/projected to last until the end of
2025. The current mining plan for the site is shown in attached Figure 1. The mining status
of the Stages is described below:
• Stage 1 - Mining at Stage 1 was completed in July 2016. Stage 1 currently exposes 11
acres of groundwater and is unlined. Depletions from this stage consist of evaporation
only. Dewatering of Stage 1 in preparation for final reclamation and backfilling is
expected to begin in December 2025, which will reduce the area of exposed
groundwater to 2 acres.
• Stage 2 - Mining at Stage 2 was completed in 2016. Stage 2 currently exposes 15 acres
of groundwater and is unlined. Depletions from this stage consist of evaporation only.
Dewatering of Stage 2 in preparation for final reclamation and backfilling is expected
