II. Support Facilities -Rule 4.04
A. Support facilities used in conjunction with the PSC include the following
structures: various buildings (office, security, storage, electrical parts, bath house,
pump house, vehicle shop, welding shop etc.), parking lot, fences, fuel tanks, lube
storage area, fuel and oil storage area, power lines, electrical substation, conveyors,
mine portal heaters, compressors, ventilation systems, water well, and material and
storage yards. All facilities will be constructed to prevent damage or disruption of
utility lines, water wells, railroads, and pipelines which may pass over, though, or
under the permit area.
III. Hydrologic Balance -Rule 4.05
A. Water Quality Standards and Effluent Limitations
The Division proposes to grant a small area exemptions from use of sediment
ponds due to the limited size of the area and due to the fact that ponds and
treatment facilities are not necessary for the drainage to meet the effluent
limitations of Rule 4.05.2 and applicable State and Federal water quality
standards for receiving streams and also due to the fact that no mixing of
surface drainage with a discharge from underground workings will occur. The
small areas to be exempted are located on the north side of road A. They
include the office area and two warehouse/boneyard areas (4.05.2(3)(b)(1)).
B. Diversions and Conveyance of Overland Flow
Twenty-three permanent postmine drainages have been constructed on the
reclaimed Seneca II Mine. The channels are in various stages of bond release
and have been constructed to their approximate original natural pattern for
minimizing erosion, conserving soil moisture and promoting vegetation.
Channel SCIIPM-1, the inlet to Pond 002, is a permanent channel draining a
watershed greater than one square mile and is designed for a 100-year, 24-
hour storm event.
Thirteen permanent stock ponds are on the reclaimed lands of Seneca II Mine
that were transferred to the PSC permit. The Phase III bond release request
SL4 released certain stock ponds, ponds and spoil springs. Please refer to the
SL4 Findings Document for further information. The stockponds were
approved with TR35 to the Seneca II Mine permit.
