Seneca Property, LLC is approved to use five permanent reclamation seed mixes and one <br /> temporary seed mix based on the vegetation types identified within the permit area. Seed <br /> mixes are weighted towards perennial cool season grass species, with perennial forbs and <br /> shrub seed included as well. All species included in the seed mix are native, with the <br /> exception of Orchard grass and Alfalfa. These two species have been included to enhance <br /> forage utility, improve legume presence in the stand, and help establish cover. Both are <br /> desirable to achieve the post-mining land-use. (Rule 4.15.2). <br /> Seneca Property, LLC utilized mechanical or chemical means to reduce herbaceous plants <br /> within the concentrated shrub areas until such a time that the shrubs are determined to be <br /> able to compete. <br /> Reclamation Success Standards <br /> The Division approved Seneca Property, LLC's plan to determine revegetation success for <br /> cover and production as per Rules 4.15.7 with respect to reference areas, cover,production, <br /> species diversity and woody plant density. Seneca Property, LLC will continue to submit an <br /> Annual Reclamation Report to the Division by 30 March of each year. <br /> XIV Post Mining Land Use <br /> The post mining land use of the Yoast Mine permit area is primarily livestock grazing <br /> with a secondary use as wildlife habitat. <br /> X. Protection of Fish, Wildlife and Related Environmental Values <br /> Baseline fish and wildlife information is presented in Tab 11 of the permit application <br /> package. The fish and wildlife mitigation plan is located in Tab 23. <br /> Seneca Property, LLC developed a wildlife monitoring and mitigation plan in conjunction <br /> with the then Colorado Division of Wildlife (DOW) (Now called Colorado Parks and <br /> Wildlife) and the United States Fish and Wildlife Service (USFWS). Annual surveys <br /> conducted through August 2009 monitored; large game populations and use of reclaimed <br /> areas; raptor nesting in the permit area; presence and use of the mine area by various <br /> species of grouse, and presence of any endangered or threatened species in the permit <br /> area. <br /> Short and long term impacts to wildlife identified in the permit application package relate <br /> to habitat loss. Habitat loss was mitigated by including measures to reestablish wildlife <br /> habitat during contemporaneous reclamation of disturbed areas, and by avoidance of <br /> impacts during operations. Fish and wildlife habitat is a planned post-mining land use. <br /> The applicant has selected appropriate plant species and distributions to benefit fish and <br /> wildlife. <br /> XI. Operations on Alluvial Valley Floors <br /> Two alluvial valley floor (AVF) studies were performed on Sage Creek and Grassy Creek <br /> and their tributaries in the vicinity of the Yoast permit area. This information is found in <br /> Tab 16 of the permit application package. <br /> As a result of 1992-93 AVF studies, Seneca Property, LLC concluded there are no AVFs <br /> 17 <br />
