5 <br /> steepest slopes are at or below those consistent with original (pre-construction) ground contours, <br /> with re-shaping and grading as needed for effective establishment of the final vegetative cover. <br /> The temporary sediment collection basin should be re-graded to pre-existing conditions and <br /> revegetated and stabilized in accordance with the general requirements noted above. <br /> G. Additional Containment and Emergency Response Controls and Procedures <br /> Earth moving equipment used for soil removal and transport may present the possibility of spills <br /> of fuel and lubricants. Appropriate emergency spill response procedures for these rare events will <br /> consist of containment of any large spills with construction of earthen berms. The operator shall <br /> also maintain access to an adequate supply of absorbent material and booms that can be deployed <br /> to assist in these efforts. In general, non-stormwater discharges of any kind will be prohibited on <br /> the site and any large spills of fuel or lubricants are an extreme event. <br /> H. Inspections and Inspection Documentation <br /> Prior to the commencement of any construction activity on the site, a visual inspection, including <br /> a site photographic record, will be carried out by the site supervisor or his designated party. This <br /> inspection record should also include notes related to any site features that may impact <br /> management of runoff and sediment during active operations. These records will be maintained on <br /> file as APPENDIX A of this SWMP, which contains an example Field Inspection Review (FIR) <br /> form. Completion of the installation and/or construction of sediment control features will also be <br /> recorded as part of the photographic record. Photographs should be labeled for approximate <br /> location and time. Active construction operations will be prohibited prior to formal receipt of the <br /> Construction Stormwater Permit from the CDPHE. <br /> During active operations,a visual inspection of all soil fences,erosion logs or other control features <br /> will be carried out on a routine basis, and repairs made to insure competence. <br /> At the close of active operations, and prior to completion of final grading and vegetative cover <br /> establishment, a visual inspection and associated photographs and appropriate written notes will <br /> also be carried out. <br /> At the completion of the vegetative cover establishment and at such time that the 70%vegetation <br /> criterion can validated (per Section F), a final set of photographic records will be collected for <br /> future reference and record purposes. Once these conditions have been met, a letter of project <br /> completion will be provide to CDPHE as a final record of permit compliance.
