RULE 4 PERFORMANCE STANDARDS
Collom – Rule 4, Page 14 Revision Date: 4/20/23
Revision No.: MR-246
4.08 USE OF EXPLOSIVES
Explosives will be used for blasting in accordance with the procedures and specifications presented in the
Section 4.08 of Volume 1. Map 26A presents distances to various structures of possible concern
surrounding the mining area. Only Section 4.08.2 has changed from the Volume 1; see Sections 4.08.1
and 4.08.3 through 4.08.6 in Volume 1.
4.08.2 Pre-Blast Survey
In accordance with Rule 4.08.2(1), pre-blast surveys will be offered to owners of all structures within
one-half mile of the permit area 30 days before initiation of blast activities. Please see Exhibit 14, Item 8,
Figure 1 for strutures located within a half-mile of the the permit area. Pre-blast survey offerings will be
made to the owners shown on Exhibit 14, Item 8, Figure 1. Should any owner of a structure request a
pre-blast survey, the survey will occur prior to commencement of blasting activities, and copies of
completed assessments will be included in Exhibit 14, Item 8 after the structure assessments have been
completed. All blasting within the Collom area will be conducted in accordance with the blasting
parameters described in Volume 1, Section 2.05, Blasting.
Blasting Records
Colowyo will keep a record of each individual blast by utilizing report formats shown in Volume 1,
Figure 2.05-2 - Blasting Report (coal and overburden), and Volume 1, Figure 2.05-3 – Colowyo
Chargeweight Sheet (overburden only).
Colorado Oil and Gas Registered Facility Locations
There are three locations within the permit boundary extension for the Collom Mining Area (Map 11B –
Drill Hole Locations) that are identified in the Colorado Oil and Gas Conservation Commission database.
They are described as follows:
1) ID# 05-081-07203 – Plugged and abandoned oil exploration well. Owned by Infinity Oil &
Gas of Wyoming, completed in December, 2004. Plugged and abandoned July, 2005.
2) ID# 05-081-06328 – Plugged and abandoned oil expoloration well. Owned by Tiger Oil
Company, completed February, 1978. Plugged and abandoned February, 1978.
3) ID# 05-081-06339 – Planned oil exploration well location permitted but well was not
constructed and the drilling permit was allowed to expire in May, 1978. Owned by Tiger Oil
Company.
4.09 DISPOSAL OF EXCESS SPOIL
Overburden removed from the Collom Pit will be stockpiled out of pit as shown on Maps 23B and 29C.
Colowyo expects approximately 20% swell of excavated materials; therefore, part of the material
stockpiled in the excess overburden pile will remain out of pit and will also be disposed of permanently in
the Little Collom Valley Fill at the conclusion mining as shown on Map 29C. Colowyo expects the
excess overburden pile to contain approximately 28 million cubic yards of overburden, with
approximately 17,274,124 cubic yards remaining permanently out of pit on the ridge north of the Collom
Pit, and approximately 4,103,860 cubic yards of permanent spoil to remain in the Little Collom Gulch
Valley Fill. Colowyo expects 6,608,464 cuic yards of the excess overburden will come back to the
Collom Pit to fill the final void left from the mining process.
Design of the Little Collom Valley Fill is provided in Volume 20 Exhibit 23 Item 3. The excess out-of-
pit stockpile and the Little Collom Valley Fill will be reclaimed in accordance with the approved post
