RULE 4 PERFORMANCE STANDARDS <br />RULE 4 - PERFORMANCE STANDARDS <br />4.02 SIGNS AND MARKERS <br />4.02.1 Specifications <br />Colowyo has posted and will maintain all signs and markers required by this section. All signs are of <br />uniform design, can be easily seen or read, and are constructed of either metal or wood. Signs will be <br />constructed to withstand extreme climatic conditions and conform to local ordinances and codes. All <br />signs and markers will be maintained throughout the operational period of the mine. <br />4.02.2 Mine and Permit Identification Signs <br />Please see Section 4.02.2 in Volume 1. <br />Coal will be transported from the Collom mining area by highway trucks along portions of Moffat County <br />Road 51. Signage, as required by the Division and Moffat County, will be posted prior to beginning <br />transport activities. Appropriate signage will be posted along each side of the haul road entrances. <br />4.02.3 Perimeter Markers <br />Please see Section 4.02.3 in Volume 1. <br />4.02.4 Duration of Maintenance <br />Colowyo will maintain signs and markers throughout the life of the operation or post new signs and <br />markers as necessary. <br />4.02.5 Stream Buffer Zone Markers <br />Please see Section 4.02.5 in Volume 1. <br />4.02.6 Blasting Signs <br />Please see Section 4.02.6 in Volume 1. <br />4.02.7 Topsoil Markers <br />Colowyo marks all stockpile topsoil with signs reading "Topsoil." <br />4.03 ROADWAYS <br />The following sections identify roads as defined per Rule 1.04 (111). <br />4.03.1 Haul Roads <br />The Collom Haul Road will be constructed to facilitate mine traffic from the Collom primary crusher to <br />the Gossard load out facility located northeast of the Collom Pit. This approximate 6 mile long haul road <br />will be constructed to meet the specifications and standards set forth in Rule 4.03.1 Ditches, erosion <br />controls, and culverts will be used to minimize impacts to surrounding areas, and will be designed in such <br />Collom — Rule 4, Page 1 Revision Date: 4/2/18 <br />Revision No.: RN -07
