RULE 4 PERFORMANCE STANDARDS <br /> <br />Rule 4 Performance Standards 4-3 Revision Date: 6/4/25 <br /> Revision No.: MR-264 <br />The regraded areas will then have topsoil replaced and be reseeded. All of this disturbed runoff <br />will drain to either a sediment pond or an approved SAE, as appropriate. <br /> <br />Various best management practices are utilized- to minimize air and water pollution. Haul Roads <br />A and B have been paved with asphalt to control air and water pollution, and ditches and culverts <br />exist to control runoff. The haul road A and B outslopes are vegetated to control sediment. Portions <br />of the Haul Road A are located in. the vicinity of segments of Taylor creek that are deeply incised, <br />eroded and unstable. Rock lined energy dissipators are employed to reduce erosion on these-steep <br />banks. Protected ditch runouts to the natural drainage are employed to reduce erosion. Small <br />dugouts are employed as sediment traps. Vegetated areas are utilized as sediment filters. The Haul <br />Road A is under constant routine maintenance to avoid damage to environmental values. <br /> <br />The construction of both haul road segments A and B was completed in 1977; however, Haul Road <br />A was widened in 2018 including an upper and lower ditch for long term stability of the fill <br />materials (please see Exhibit 7 Item 15) . The design for both haul roads had been prepared based <br />on the anticipated volume of traffic and the weight and speed of vehicles to be used. The Colowyo <br />Coal haulage fleet used for transport of coal from the primary crusher to the Gossard Loadout <br />consists of highway trucks, and transport of large mining equipment to and from the Collom Pit. <br /> <br />The haul roads are located on stable terrain to minimize erosion. As shown on the Existing <br />Structures - North Map (Map 21), the haul road A crosses Taylor Creek, and has been maintained <br />according to the requirements of 4.03.1(4). The grade and pitch requirements specified in <br />4.03.1(3), Design and Construction, are met for both haul roads. <br /> <br />Colowyo will maintain haul roads A and B throughout the life of the mine with repairs including <br />blading, filling of potholes, and replacement of road surface as necessary. Likewise, watering for <br />dust control will be implemented as necessary. <br /> <br />Section 2.05.5 discusses the changes to be made to the main haul road, a portion of which will be <br />left in place after completion of mining to retain access into the area to compliment the post mining <br />land use.
