As required by Rule 6.4.21(7)(d), please provide a map of all underdrains, Leak Detection <br /> Sumps (LDS), High Volume Solution Collection Systems (HVSCS), Low Volume Solution <br /> Collection Systems (LVSCS), and PSSA pond level piezometers. Please distinguish <br /> between current and proposed monitoring systems of the VLFs. <br /> The requirements outlined in Rule 6.4.21(7)(d) are satisfied by the information presented in Exhibit U <br /> and Exhibit G. Newfield's design report provides these details for both VLF2 Phase 4 and VLF1 Phase <br /> 6 and have been provided in previous expansions. <br /> 32. While all the information regarding the technical specifications and construction details of <br /> the two VLF expansions are included in the Newfields Design Report,Appendix 1, please <br /> include a detailed summary of the VLF expansions in the revised Section 6, Facilities <br /> Evaluation. The summary should include, but is not limited to,details of the subgrade <br /> preparation, leak detection systems, liner systems as well as the QA/QC program to be <br /> implemented during the construction of each Phase. <br /> Respectfully, CC&V would prefer to maintain this information in a single location to ensure consistency <br /> over time. Distributing it across multiple areas increases the risk that, during updates or revisions, <br /> conflicting or outdated information may not get transferred to all areas. <br /> 33. Section 11, Paragraph 4, states that the Operator and their consultant believe that the <br /> results of the Phase I and Phase II testing are sufficient to characterize the overall <br /> behavior of waste rock. Please revise Section 11 to include what is the overall behavior of <br /> the site's waste rock. <br /> The overall behavior of waste rock at CC&V is described in ITASCA's Waste Rock Geochemical <br /> • Characterization Study Report referenced in Section 11. This report was provided to DRMS on October <br /> 10, 2019. <br /> 34. Within Section 13, it states that the Operator will receive the Division's acceptance of the <br /> QA/QC data prior to leaching ore placed on any portion of the expanded facilities. Due to <br /> the acid-generating nature of the site's ore, placing this material on a facility yet to be <br /> certified to receive the material is not authorized per Rule 7.3.1.(5).Additionally, in the <br /> instance construction issues are identified in the QA/QC documentation could result in ore <br /> removal for recertification, if ore has already been placed but not yet leached. Please <br /> revise Section 13 to reflect the commit to providing the Division with all QA/QC <br /> documentation and receiving Division acceptance of the certification prior to ore <br /> placement on any of the expanded facilities. Please note, similar to previous instances, <br /> requests to place material on constructed but not certified liner will be handled by the <br /> Division on a case-by-case basis. <br /> Section 13 has been updated, and an updated Exhibit U is provided in Attachment 9. <br /> 35. Please ensure Section 17.1 Events Requiring Reporting has been updated to reflect TR127. <br /> All monitoring requirements have been updated to reflect requirements in TR127(Attachment 9). <br /> 36. Section 17.1 includes the required Rule 8 Emergency Response Plan. Please update the <br /> Emergency Response Plan to include the requirements outlined in Rules 8.2.1 and 8.3.2. <br /> Section 17.1 has been updated to reflect the requirements in 8.2.1 and 8.3.2. <br /> • Appendix 1 —Valley Leach Facility Expansion Design Report <br /> SSR Mining Inc.
