1.2.2 Permits and Licenses

Sections 1.2.2.1 and 1.2.2.2 present the permits and licenses required for coal mining and reclamation
operations for Trapper Mining Inc. and affiliate mines.

1.2.2.1 Trapper Mine

Field operations for Trapper Mine commenced in 1976. Trapper operated under a life of mine devel-
opment and extraction permit (No. 76-11A/C) approved by the Colorado Mined Land Reclamation Board
and an approved mine plan filed with the U.S. Geological Survey in 1976. In December 1982, the
Colorado Mined Land Reclamation Board approved a new mining and reclamation permit, C-1981-010,
for Trapper's operations. On April 29, 1983, the Assistant Secretary for Energy and Minerals approved
Trapper's mining and reclamation plan and the Federal Office of Surface Mining issued permit CO-0013
authorizing Trapper's mining and reclamation activities on federal coal leases C-07518 and C-25948 for a
period of five years. On December 31, 1987, Trapper's permit to mine coal was renewed with the
Colorado Mined Land Reclamation Division through December 31, 1992. Subsequent five-year renewal
approvals of Trapper’s permit by the Colorado Division of Reclamation, Mining and Safety have occurred
since that time, most recently on January 1, 2018. Further details concerning required permits at Trapper
for air or water environmental protection are provided in Table 1.2-1.

1.2.2.2 Affiliate Coal Operations

Table 1.2-2 lists the permits required for mining and reclamation operations at the affiliate coal operations
and their status as of June, 2022.
