f <br /> 2 <br /> The Refuge Act provides guidance for managing the Refuge. The U.S. Fish and Wildlife <br /> Service (USFWS) is responsible for managing the Refuge to ensure that it supports <br /> public use and environmental education and interpretation. The option for developed <br /> water storage was neither included nor considered in the Refuge Act or the CCP/EIS as <br /> an allowed use. These factors together preclude this option for the Amendment. <br /> DOE will retain ownership of the underlying property until reclamation of this Permit is <br /> complete and any related Amendments is complete. Following reclamation, ownership <br /> will be transferred to the USFWS, and the land will become part of the Refuge. DOE <br /> currently holds a current Mining Access Agreement with Charlie C.
