The revision was submitted by Seneca Property LLC. All review and
comment periods as provided in the Act and the Regulations initiate from this date of filing.

Discontinue ground water monitoring to allow for well abandonment for final permit release. The
applicant is not proposing additional surface disturbance outside of the area currently approved for
disturbance.

The surface coal mining operation is on land located approximately 9 miles South of Hayden,
Colorado. The permit area is further described as follows:

T5N, R88W; All of Section 15; Portions of Sections 9, 10, 11, 14, 16, 21, 22, 23, 26, 27, 34, and 35
T6N, R88W; Portions of Sections 14, 23 and 24
T6N, R87W; Portions of Sections 17, 18, 19

The above-mentioned tracts of land are shown on the following USGS 7.5 minute Quadrangle
map(s): Hayden Gulch.

Because the above-referenced technical revision application may incorporate additional lands into
the permit area or might otherwise alter previously approved permit conditions or mitigation
measures, we are requesting your agency's evaluation of the potential for impacts to cultural and
historic resources.
