Summary of Quarterly Hydrological Monitoring <br /> Mining Operations <br /> On April 20, 2022, Energy Fuels Resources (USA) Inc. ("EFRI") submitted a Notification of <br /> Resumption of Mining Operations to the Utah Division of Oil, Gas, and Mining ("DOGM") in <br /> anticipation of mining operations initially resuming on the Utah side of the Whirlwind Mine (the <br /> "Mine")boundary. As described in the notification to DOGM,mining operations in Utah resumed <br /> with the reinstallation and operation of a new meteorological ("met")monitoring station to collect <br /> onsite met data prior to the commencement of ventilation activities at the Mine portal. Installation <br /> of the met station occurred on April 20, 2022 and has been in operation since that time. <br /> On May 19, 2022, EFRI submitted a Notice of Resumption of Mining Operations to the Colorado <br /> Division of Reclamation, Mining and Safety ("DRMS"). On June 7, 2022, the DRMS issued a <br /> Change of Status (CS-1) approval and notification letter that the Mine is no longer in temporary <br /> cessation(TC-2). As described in the May 19, 2022 notice to DRMS, during the week of April 25, <br /> 2022, EFRI began mobilizing equipment and materials to the Mine portal, which is located on the <br /> Colorado side of the Mine boundary, to prepare for the start of rehabilitation activities. Currently, <br /> the underground portion of the Mine consists of a 3,200-foot decline and approximately 800 feet <br /> of development drift. To date, the Mine has not produced any ore or developed drifts into <br /> underground ore deposits, and the underground workings are currently flooded at a distance of <br /> approximately 2,500 feet down the decline. <br /> During the report period, rehabilitation activities have continued. However, debris and waste rock <br /> from the collapse were not removed or stockpiled on the waste rock pile during the report period. <br /> Concurrent with the initial rehabilitation activities at the Mine, EFRI is also in the process of <br /> evaluating dewatering/treatment options and underground ventilation strategies in anticipation of <br /> dewatering the mine pool to continue advancing development drifts. As noted in DRMS' June 7, <br /> 2022 letter, prior to any additional developments of mine workings, the underground portion of <br /> the reclamation cost estimate specifically, the bulkhead costs, will be re-evaluated and any <br /> additional financial warranty required to cover the underground closures will be posted prior to <br /> work commencing. <br /> Activities at the mine restarted during the second quarter. <br /> Monitoring Activities <br /> The remainder of this report summarizes the quarterly monitoring activities at the Mine, as <br /> required by the approved Environmental Protection Plan and Attachment B of the Bureau of Land <br /> Management's (the "BLM's") Decision Record, Finding of No Significant Impact, and Final <br /> Environmental Assessment for the Whirlwind Mine Uranium Mining Project (the `BA"). Due to <br /> unsafe road conditions from snow, field monitoring activities were not performed during the first <br /> quarter of 202 (January through March 2025). <br /> 1 <br />
